Delegation of Senior Chinese Officials Attends Rutgers Public Administration Program

NEW BRUNSWICK, NJ--In late January, a delegation of 21 senior government officials from the province of Jiangxi, China, attended a Certificate Program in Public Administration at Rutgers University.

Organized by Jeff Wang of the Rutgers Center for Global Advancement and International Affairs (GAIA) China Program, Director Doug Behan of Continuing Education (School of Social Work), and Executive Director Andy Germak of the Institute for Families (IFF, School of Social Work), this “executive training program in management and leadership” explored American public administration methods & practices through a combination of lectures, classes, and public agency visits.

Lecture topics included social work policy, deployment of social services, disaster & emergency management, and government administration.

The Huamin Research Center provided translation support, while administrators from IFF and Continuing Education coordinated classes and visits to the United Nations, the Department of Transportation in Washington D.C., a peer-to-peer support program call center, and a New Jersey correctional facility.

Delegation members also attended presentations by NJ Transit Local Programs Director Steve Fittante, Commissioner Jennifer Velez of the NJ Department of Human Services, and Commissioner Allison Blake of the NJ Department of Children and Families, among others.

Among the 21-member delegation were Jiangping Hu, Mayor of Zhangshu; Zhijian Luo, Associate Dean of Jiangxi Administrative College; Guanghua Wang, Associate Dean of the Jiangxi Institute of Administrators; Shu Yao, Associate Dean of Jiangxi Institute of Justice Training; Weibin Jiang, Chief of Economic Operations, Jiangxi Industry and IT Committee; and Zhihui Xu ,County Chief, Chongyi County People’s Government.

One of the highlights of this trip, according to Continuing Education Director Doug Behan, was the delegation’s “visit with [Mayor of Highland Park] Gary Minkoff,” during which delegates were greeted by several town council members, Mayor Minkoff, and representatives from the Highland Park Police & Fire Departments.

The two-week program concluded with a closing ceremony administered by Executive Vice President for Academic Affairs Richard Edwards, Dean Cathryn Potter of the Rutgers School of Social Work, and Associate Dean Robert Nolan of the Rutgers School of Social Work.

“This delegation visit really demonstrates our university motto,” said Behan. “Jersey Roots, Global Reach.”
