NEW BRUNSWICK, NJ—It can be hard to keep track of all the plans for new developments in New Brunswick, but we are going to try.

Technical meeting agendas released to the public for the first time offer a new window into the city’s development pipeline, and an advance look at possible futures for many sites across the city.

After pressing city officials for access to the Technical Advisory Committee (TAC) meetings—where developers, lawyers, and the city’s experts hash out thorny issues prior to public hearings—New Brunswick released all of this year’s TAC meeting agendas, and granted the public access to another lesser-known committee.

The public is still not allowed into the Wednesday morning meetings without consent of the party appearing before the board, under new rules set forth by Acting Planning Director Daniel Dominguez in response to our requests to attend. But Dominguez also opened up the city’s Minor Site Plan (MSP) Committee meetings to the public for the first time ever.

The MSP Committee meetings had been held in an off the record setting similar to the TAC. But beginning with the August 21, 2019 hearing on a plan for Bristol-Myers-Squibb’s research and development facility, the meetings will be open to the public.

MSP Committee meetings are held as necessary, usually on the third Wednesday of each month at 10am in the conference room of the Planning Department on the second floor of the Civic Square building at 25 Kirkpatrick Street. It is followed by the TAC meeting.

While some of the juicy details may remain secret, the agendas give clues about developments that may soon come before the city’s land use boards, and give community members advance notice of development projects that may affect their neighborhoods.

But the hearings they hold do provide the primary opportunity for public input in the process, and the discussions that take place there often shape the nature of the developments that are approved.

Not every project that starts the process finishes with an approval and not every project that gets approved gets built. Many developments depend on further approvals from other entities or financing decisions yet to be made by investors.

This article will document the major steps along the way, including advance notice of development-related hearings and votes from the city’s public boards and committees.

This docket will be updated throughout the year as projects are approved or denied, and as new applications come forward. Videos will be included whenever possible.

This article was last updated on December 10, 2019. In November 2019, attorneys revoked the public’s ability to attend TAC meetings, restoring the secret process that had been in place for many years.

SELECTION OF BOARD OFFICERS AND ATTORNEYS
In January, the Planning Board re-elected Jeff Crum as its Chair. Later that month, in the absence of longtime Chair Nancy Coppola, the Zoning Board elevated Vice Chair John Cox to the top spot on the Board.

John Cox is the longest-serving member of the New Brunswick Zoning Board, and he is now its Chairman.

Aravind Aithal continues as Board Attorney, and Acting Planning Director Daniel Dominguez takes over for Glenn Paterson as Board Secretary. The New Brunswick Housing Authority (NBHA) Board of Commissioners elected Tony Giorgianni as Chairman in August. John Clarke continues to serve as the NBHA’s Executive Director and, while the NBHA’s general counsel continues to be Manfredi & Pellechio, John Hoffman of the Wilentz Firm continues to serve as its redevelopment counsel.

MEETING START TIMES
The Zoning Board adjusted the start times of their meetings, moving them from 7:30pm to 7pm. The Planning Board still meets at 7:30pm.

Meetings are held in the Council Chambers located on the top floor of City Hall at 78 Bayard Street. Free parking is available behind the building on meeting nights.

AMENDMENTS TO LAND DEVELOPMENT CODE AND ZONING ORDINANCE
On August 12, the Planning Board approved changes to the city’s Land Development Code and Zoning Ordinance to allow for an increase of fees. The City Council subsequently adopted the increases and Mayor James Cahill signed them into law.
